How it is used
- Adverb 'all without exception, across the board' - applies one blanket treatment to a whole category - 过期产品一概不退 (guòqī chǎnpǐn yígài bú tuì) expired goods are categorically non-refundable.
- Almost always with a negative or a rule: 一概不…, 一概拒绝 (yígài jùjué) refuse them all. Stresses no case is exempt.
- Near 一律 (yílǜ, uniformly); 一概 leans toward 'lumping all cases under one rule', often in prohibitions.
