How it is used
- A formal 'finished/completed', placed after the verb or action - 准备完毕 (zhǔnbèi wánbì) preparations are complete; 手续办理完毕 formalities are done.
- Register is官方/announcement style (broadcasts, procedures, military). In casual speech people just say 好了 or 完成了.
- Note it works as a resultative complement (V + 完毕), not as an object-taking verb like 完成.
